In the Hornady 10 edition using Varget podwer the 223 service rifle data is around 100 FPS slower than the 5.56 data using the same charge the data is from a 20 inch barrel with 1 in 9 twist for both guns everthing is the same would it be the case? 24gr using 5.56 is 2800FPS 24.9 gr with 223 is 2800 FPS why is this? Should I use 556 brass only for 556 load data ? will be shooting this out of the springfield saint.

While not directly answering your question, but hopefully giving you some help to make your decision on what case to use, here goes...
The Saint and a Service Rifle are similar, but somewhat different animals. Kinda like the difference between a Panther and a Cheetah.
I haven't seen the guy I know who shoots Service Rifle in a while but I may see him tomorrow. If I do, I'll ask him if the cases are still a little different or not. And if the chambers in a Service Rifle is tighter, looser, or the same, with respects to SAAMI.
Two things I can say for sure, though. I have a .223 Wylde chambered AR and it fires factory 5.56 just fine. However, it's a royal PIA to get a loaded round that's in the chamber out! It can't be ejected using the charging handle, period! Factory .223 works fine, too, with no need to "mortar" the rifle.
The second thing is to of course, start under max and work up, looking for pressure signs and extraction problems. If you make up a few rounds with each case -presuming you have both, then you can see what works, and what doesn't, or if both work.

I still haven't seen the fella I know that shoots Service Rifle, but the guy who showed me the basics of reloading assures me that the case capacities are indeed different. Check the internet for how to check case capacity, if you have not yet done so.

You can't really compare a true NATO round to SAAMI specs because the testing of pressures between the two are completely different.
SAAMI spec .223 Remington chamber will have a shorter leade with a sharper angle to the leade and a shorter amount of effective freebore than a 5.56mm NATO chamber. The freebore itself will also be narrower in the .223 Remington chamber.
With all other things being equal, the 5.56mm NATO chamber with its longer and shallower angled leade and longer amount of effective freebore will produce less chamber pressure than a .223 Remington chamber, when firing .223 Remington SAAMI Spec ammunition. Because of this, 5.56mm NATO amunition can be loaded to a pressure that would be considered excessive in a .223 Remington chamber, yet acceptable in a 5.56mm NATO chamber. (Pressures are measured using different methods between the two systems.)
Also I found Hornady reloading books to be quite....conservative...to say the least.
Hi. I use a Wylde chamber for my 262 Mod 1 rounds and clones and it runs like a sewing machine FWIW. I posted some clone info in the guns section. BTW, grats on the Saint :).
